MS/HS Comprehensive Sexual Health Education

The Temecula Valley Unified School District (TVUSD) provides Comprehensive Sexual Health Education once a year to 8th-grade students and to high school students in their Biology classes.

TVUSD is using components of the Positive Prevention PLUS curriculum, as well as TVUSD created lessons to be delivered once in middle school and once in high school in compliance with SB 329, the California Healthy Youth Act (CHYA).

TVUSD's planned instruction is guided by several state laws including teaching that abstinence from sexual intercourse is the only 100% effective protection against unwanted teenage pregnancy, sexually transmitted diseases, and Acquired Immune Deficiency Syndrome (AIDS) when transmitted sexually. Comprehensive Sexual Health Education is required by SB329, California Healthy Youth Act. Every school district has the autonomy to choose its own curriculum as long as it meets the state guidelines outlined in the California Healthy Youth Act.  The California Healthy Youth Act (CHYA), which took effect January 2016, is a law that requires districts to provide students with comprehensive sexual health education, along with information about HIV prevention, at least once in high school and once in middle school.  CHYA goals include educating students to protect their sexual and reproductive health from HIV and other sexually transmitted infections and from unintended pregnancy, along with knowledge and skills for healthy attitudes on adolescent growth and development, body image, gender, sexual orientation, relationships, marriage, human trafficking, and family planning.

The California Health Framework is designed to help students access the information they need to grow into healthy adults and is aligned with California's health standards.  However, the framework is not mandatory because California gives local school districts the freedom to address local needs.  It is a guide that districts may use in developing a scope and sequence for locally designed health education programs.

TVUSD's Health TOSA, Ms. Beth Russell has prepared a quick 30-minute overview video for families to review prior to the planned instruction to answer questions and provide information about the planned curriculum. The process is completely forthright and transparent.  

Parents have the right to opt their students out of the Middle School and High School Comprehensive Sexual Health Education. Families of students scheduled to participate in the planned instruction will receive email notifications with parent opt-out letters 14-days prior to the planned instruction. It is the responsibility of the parent/guardian to return the opt-out form prior to the planned instruction. In accordance with CHYA, opt-out must be in writing. To opt your student out, please provide this in writing to your school site, or the TVUSD Health TOSA prior to instruction. The easiest and most effective way to do this is to complete the Google Form Passive Permission slip located on this website or in the email notification, you will receive prior to instruction.

Middle School and High School instruction will occur throughout the school year.  Notifications for all instruction will be provided to parents 14-days in advance of planned instruction along with the opt-out forms.

Opt-out form due dates listed below is to allow sites to plan for alternate instruction.  However, a parent can submit an opt-out form anytime prior to or during the planned instruction.  If submitted after instruction begins, the child will be opted out of the remaining instruction.
