Facilities Master Plan

Background and Context

The goal of Temecula Valley Unified School District is to ensure a safe, functional, and supportive physical environment that promotes student learning and success.

A General Obligation Bond would be utilized to finance the design, construction, acquisition, installation, restoration, rehabilitation, modernization, improvement, and equipping of TVUSD facilities.  

• The State of California does not provide any funds for school district facility needs. That is considered to be a local problem to solve.
• Students learn better and thrive in environments that are safe and in good repair.
• Well-maintained schools not only provide a place for learning; they can directly impact the surrounding housing market, driving demand, perception, and community investment.
• Prop 2 was passed, and we are all paying into the state bonds. In order to access those funds and bring them to Temecula, we need to have matching funds to spend. 

While this is not meant to be an all-inclusive project list, and understanding that future priorities will be determined by a committee and approved by the Board of Education at that time, below is a list of project priorities as we know them today and how potential future bond dollars would be spent.

Below is a more detailed list of facility needs by school and summarizes modernization needs by category. 

Important to know:

• A new bond would not provide adequate funds for all of these projects to get done. With needs exceeding available funds, projects will need to be prioritized and addressed accordingly.
• In the next 6 years, 22 schools will have modernization eligibility, meaning they will be reaching 30 years of age and qualify for state matching funds.
• These are estimated costs.
• This is not an all-encompassing list of facilities needs. Other projects may arise over time, such as replacing failing roofs, HVAC units, emergency systems, etc., not known at this time.
• All of this information is included in the full Facility Master Plan that has been put together following years of data gathering and stakeholder input.

A comprehensive Facilities Master Plan is an essential element of a district’s planning process. The Facilities Master Plan provides the district with information regarding current and future needs for student housing, quality of the existing facilities, and facilities renovation and expansion requirements to support the district’s educational and programmatic goals. A Master Plan also assists a district in identifying funding needs for capital improvement and developing financing options.
