Big Win for CTE as Perkins Funding Increased in FY 2018 Omnibus

ACTE’s work and that of other CTE advocates and stakeholders has paid off! Last night, Congress released text of the long-awaited omnibus appropriations bill to fund federal programs for the remainder of Fiscal Year (FY) 2018, and Perkins Basic State Grants will receive a $75 million increase if the omnibus is enacted! This is the first increase in a number of years for Perkins (the Trump Administration’s FY 2018 budget actually requested a 15 percent cut to the state grant program) and it is a strong sign of the growing support for CTE on Capitol Hill.

The omnibus is scheduled to be voted on in the House and Senate over the next two days, with hopes to complete it before the current CR expires on Friday evening. Overall, the omnibus includes $1.3 trillion in federal funding and addresses many priorities of both parties. Early analysis of the bill shows a $3.9 billion increase in discretionary funding for the Department of Education, and a $192 million increase for discretionary funding for the Department of Labor. In addition to the Perkins increase, other notable increases include:

  • Student Support and Academic Enrichment Grants (ESSA Title IV-A) – Increased $700 million, to $1.1 billion in its second year of funding. This program can provide funding to CTE programs, particularly in the areas of career exploration and college and career guidance, technology and STEM.
  • Pell Grants  Increases the maximum Pell grant by $175, to a total of $6,095.
  • Work Study – Increased $140 million, to $1.1 billion.
  • Apprenticeship Opportunities – Increased $50 million to a total of $145 million.

Due to the delay in finalization of the FY 2018 appropriations process, Congress is already working on FY 2019 funding, so it is important to continue to engage with your Members of Congress to thank them for this initial investment and keep up the momentum for increased CTE funding going forward.

Take Action

  • Use our online congressional directory to find your Members of Congress.
  • Contact your Members of Congress using the CTE Action Center or by phone through the Capitol Switchboard at 202-224-3121.
    • Urge your Members of Congress to support the increased Perkins Basic State Grant funding in the FY 2018 omnibus appropriations bill.
    • Ask them to continue growing the investment in CTE in FY 2019 by increasing Perkins funding to $1.3 billion to finish restoring cuts made since FY 2007. For more details and talking points, see ACTE’s 2018 Legislative Priorities.

Pre-apprenticeships begin to gain traction California is investing heavily in a "pre-apprenticeship" program that some say could help women gain footing in the skilled trades, where they comprise about 3% of the workforce. The pre-apprenticeships allow participants to learn about fields they could consider for future careers.

Here is the flyer for Temecula Valley’s upcoming Construction Training program.  The Construction Training program will equip students with the knowledge, skills, and experience necessary to gain employment in the construction industry, especially as it applies to the carpentry specialization. The course meets for two hours on Tuesday and Thursday of each week for 14 weeks – beginning on February 6th – with three daytime Saturday sessions on February 10thApril 28th, and May 5th. We will focus on principles of construction carpentry, and specific skills and tools necessary to be successful in the industry. Local Engineering Teacher Attends Chicago Workshop


 

Molly Newman, a local teacher of engineering and architecture from Great Oak High School was selected as a Summer Scholar by the Chicago Architecture Foundation (CAF) for a National Endowment for the Humanities (NEH) Landmarks of American History and Culture Workshop.

The NEH is a federal agency that each year supports summer study opportunities that connect educators across the country with experts in humanities disciplines. CAF is the leading organization devoted to celebrating and promoting Chicago as a center of architectural innovation.

 

Molly joined 35 other educators from 24 states in a seven-day workshop entitled, “The American Skyscraper: Transforming Chicago and the Nation.” The skyscraper, more than any other building type, gives American cities their distinctive character and because Chicago is home to several of the world’s earliest skyscrapers, Chicago central ‘Loop’ served as a living classroom and collection.

 

During the workshop historic Chicago skyscrapers served as a lens for educators to study invention and innovation; urbanization; industrialization; segregation; technology; labor; gender, particularly the introduction of women to the workplace; preservation; and civic identity. Each educator developed lessons and units for the new school year that will use architecture as a tool in teaching their core academic subjects.

 


Chicago offers excellent architectural buildings to study 

 

Educators had the rare opportunity to see several skyscrapers up close through CAF. They viewed rare archival documents on skyscrapers at the Art Institute of Chicago; visited the “Crown” of the 1925 Tribune Tower; and toured the interior of the Ludwig Mies’ van der Rohe 1965 Federal Center courtrooms. Scholars such as Dr. Antony Wood, Executive Director of the Council on Tall Buildings (CTBUH), lectured on the future of cities, shifting populations and growth, and innovative tall buildings across the globe.
