Residential and Commercial statutory mitigation fees on new construction are normally set by the State Allocation Board in even numbered years.  School districts must perform a study justifying the need to collect a higher fee. 

 

In January, the State Allocation Board increased the residential fee from $3.48 per square foot to $3.79 per square foot.  The commercial/industrial fee was increased from $0.56 per square foot to $0.61 per square foot.

 

The District performed a Fee Justification Study for new Residential and Commercial/Industrial Development which was made available for public review from April 6, 2018 through and including April 17, 2018, at the District Office receptionist’s desk.  A Notice of Public Hearing was published in the Press Enterprise on Friday, April 6, 2018 and Friday, April 13, 2018.

 

The Public Hearing will be held during the April 17th Governing Board meeting. The open session business meeting starts at 6:00 p.m. and is held at the Temecula Valley Unified School District Conference Center, Rooms, A, B, C located at 31350 Rancho Vista Road, Temecula.

The TVUSD Community Advisory Committee (CAC) will be hosting an awards ceremony to recognize and show appreciation of individuals who have exemplified excellence. We are relying on community members, staff, parents, and students to identify those individuals who deserve to be honored for their efforts would

be: courage, perseverance, a positive attitude, independence, resilience, kindness, and dedication. 

Please describe how the individual has exceptionally displayed these characteristics in the school setting as well as their daily lives. Specific examples and personal stories are encouraged, please be as descriptive as possible. Students will be recognized from the preschool level through the adult program.

Please take the time to fill out the nomination form so that deserving individuals have the opportunity to receive recognition for their efforts.

Today, about 1,900 of our TVUSD students participated in peaceful demonstrations on campus in response to the nation-wide memorial of the 17 lost lives in Parkland, Florida.  Our students participated in moments of silence, speeches, gatherings, etc., for about 17 minutes and then peacefully returned to class, as instructed, to continue learning.  The high school campuses adjusted their schedules so that student-led, on-campus activities occurred at the end of the intervention period and into an extended break period.  No first class instruction was affected.  At the middle school level, based on discussions we had previously with our staff and students, we didn't anticipate participation.  However, we did have a plan in place and we were able to safely accommodate students who chose to participate in the student-led activities on campus.  At the elementary level, we had a handful of students in the upper grades who requested the opportunity to sit in silence in the quad area for the 17 minutes.    

 

We respect the right of our students to advocate for causes that are important to them and support their efforts to do so in an orderly, safe and supervised manner while at school.  While it remains important for students that they have a right to express themselves, it also is important that they do not create a disruption to the orderly operation of our schools.   Any student who made negative choices regarding behavior or attendance will be subject to consequences consistent with school policy and education code.   We thank our students for the way they conducted themselves today while allowing their civic voices to be heard.   

 

Original Advisory Posted Prior to March 14.

 

To all TVUSD Students and Families:
 

The recent tragedy at Marjory Stoneman Douglas High School in Parkland, Florida has sparked an unprecedented student movement across America.
 

On Wednesday, March 14th, at 10:00 a.m., demonstrations nationwide will occur to memorialize the 17 Parkland student and teacher victims, while showing solidarity against violence.   Nationwide organizers have stated that these are to be a respectful, 17-minute observance. 


Student leaders at our comprehensive high schools have expressed a desire to organize their own school observances on the 14th, which, by right, may be held on campus during school hours.  In the interest of safety and to keep the focus on teaching and learning, student gatherings may be allowed on school grounds, not off campus.  We are prepared to safely accommodate any student-led observances that may occur on campuses on the 14th. 


Comprehensive High Schools (CHS, GOHS, TVHS)   TVUSD’s three comprehensive high schools will be adjusting the school day schedule on March 14.  The schedules are site-based and will provide a non-instructional block of time at 10:00 a.m. (consistent with the nationwide walk-out).  The planned timeframe is 17 minutes.  Each site is adjusting schedules based on their campus logistics and needs, so the exact duration time may be adjusted.  This allows students to voluntarily participate in any on-campus, student-led and organized memorial events honoring the 17 lost lives in the Parkland, Florida school tragedy.  This alternate plan, in lieu of an official walk-out off campus, ensures that students remain on the campus where we can appropriately provide for their safety and protects instructional time.  Site administrators/student advisors have met with student leaders on each campus to serve as a compliance resource only for the student-led plans.  The same conduct and content guidelines that would be required for any other on-campus activity/event will apply. 


Sparkman Campus and Middle Schools
In consultation with the Sparkman campus and middle school principals, there will not be any change to schedules on March 14.  Based on current feedback, they don’t anticipate student participation that would require adjustments.  They are prepared to independently address and respond to student participation interests that may arise on March 14.     


Elementary Schools
In consultation with elementary principals, there will not be any change to schedules on March 14.  Based on current feedback, as well as age and understanding of the issues at the elementary level, they don’t anticipate student participation. They are prepared to independently address and respond to student participation interests that may arise on March 14. 

Guidelines Applicable to All TVUSD Campuses Normal policies regarding student attendance will apply.


All TVUSD schools are closed campuses.  


Students are not authorized to leave campus.  Leaving campus or participating in disorderly conduct that disrupts school operations is not acceptable and will be handled in accordance with Board Policy/AR’s and Ed Codes. 

All employees are expected to continue to perform their assigned duties during working hours.


Supervision of any student-led activities on campus will be provided by employees who are responsible for student supervision or safety and school administrators.

Due to capacity concerns at Gardner Middle School and growth expectations within the current attendance area, TVUSD administration has recommended changes to the current attendance boundaries beginning with the 2018/19 school year.   The attendance boundary changes will affect some students who live within the current Red Hawk Elementary and Gardner Middle School attendance areas.  Families identified based on affected addresses have been notified.  The new attendance boundary areas will divert a portion of the current attendance areas from Red Hawk Elementary to Pauba Valley Elementary and from Gardner Middle School to Vail Ranch Middle School.  The receiving schools can accommodate the proposed growth.  The proposed changes do not affect the high school attendance boundary of Great Oak High School.

 

Please know that currently enrolled student(s) who already attend Red Hawk or Gardner Middle schools will not be affected by next year’s change other than families will need to submit a Grandfathering Request Form to remain at the current school.  Current Red Hawk 5th graders will have the option to attend Gardner Middle School or Vail Ranch Middle School.  Attached is the Grandfather Request Form and information you will need to complete.  There will be a generous grandfathering policy as well as a plan to accommodate siblings so long as an older sibling is currently enrolled at the school.  Enrollment projections indicate that there are approximately 40 middle school and 60 elementary school students that this change will affect over the course of the next several years.

 

The proposed attendance boundary changes are highlighted below within the black lined area.  Beginning in 2018/19, new to the district students who live within the black lined area will attend Pauba Valley Elementary and Vail Ranch Middle schools.  The high school remains Great Oak High School.

Audience: INTERDISTRICT TRANSFERS FOR STUDENTS WHO LIVE OUTSIDE OF THE TEMECULA SCHOOL DISTRICT BOUNDARY (in another district), Homepage and Homepage

(This is NOT for student registration or enrollment)

 

Starting January 15, 2018, the Temecula Valley Unified School District will accept Interdistrict Transfer Requests from students who live in another school district’s boundary (for example, Murrieta or Fallbrook), and who wish to attend or to continue attending TVUSD for the 2018/2019 school year.  Interdistrict Transfer Requests must be submitted every year.

 

All Interdistrict Transfer Requests are reviewed in the order they are received, and responses are determined based on space availability at one of our schools in the grade and/or program required by each student, in accordance with the date of submission. 

 

Please submit your transfer request as soon as possible to avoid unnecessary delays in enrollment for the 2018/19 school year.

We have a new, two-step process in place.  All requests must be submitted by following the

Matriculating Students:

 

If your child is a returning student to our district, who is matriculating to a new school level as a 6th or 9th grader, he or she will NOT be enrolled at a TVUSD school for the 2018/19 school year until an approved Interdistrict Transfer is in place.

 

Response Times:

 

Responses to requests for new students to our district will be sent as soon as possible and:

  • If submitted up until 30 days before the start of the school year, no later than two weeks after the start of school

  • If submitted within 30 days before the start of the school year, no later than 30 days after the start of school

 

Responses to requests for returning students will be sent as soon as possible, in the order they are received. 

 

Each request is reviewed individually, and siblings may receive responses at different times.

A decision has been made to close all TVUSD schools on Friday, December 8. The closure pertains to all TVUSD employees and department staff as well.  After consultation with Temecula Fire regarding the Liberty Fire on Los Alamos, as a precautionary measure TVUSD will close all schools.  

 

South Coast Air Quality Management District has issued a smoke advisory saying northeast winds are expected to continue through at least tomorrow morning bringing smoke into the southwestern portion of Riverside County where air quality may reach unhealthy levels or higher in areas directly impacted by smoke.

 

The Liberty Fire has reached 300 acres with ten percent containment.  The Lilac fire has reached 2,500 acres with zero containment and smoke from that fire will negatively impact the air quality in our area.

 

In addition, with the number of mandatory and voluntary evacuations in place and road closures in the area of the fire, we anticipate students, staff, and teachers would have difficulty getting to schools.

 

It is difficult for first responder professionals to predict fire and air quality.  Our top priority is the safety of students and staff.  We will continue to monitor the fires and work collaboratively with Temecula Fire to keep you informed.

Pursuant to Education Code 17556 et. seq., Dedication of Real Property, the Governing Board may dedicate or convey to any public corporation, or private corporation engaged in the public utility business, without a vote of the electors of the District first being taken, an easement to lay, construct, reconstruct, maintain and operate water, sewer, gas, or storm drain pipes or ditches, electric or telephone lines, and access roads used in connection therewith, over and upon any land belonging to the School District. 

 

Southern California Edison is requesting the dedication of real property in the form of an easement of approximately 235 square feet by the Temecula Valley Unified School District.  The easement will be used for the purposes of installing and maintaining the electrical facilities. 

 

A public hearing will be held at the November 14, 2017 Governing Board Meeting at 6:00 p.m. in the District Conference Center, Rooms A, B, C, located at 31350 Rancho Vista Road, Temecula, 92592.

In accordance with Board Policy 5116.1, the Temecula Valley Unified School District will be accepting Intradistrict Open Enrollment Transfer Requests to a different school that is not your home school or school of attendance for the 2018/2019 school year, from October 16, 2017, to January 31, 2018.  

 

During this Open Enrollment window, parents or guardians who live or will live within the District’s attendance boundaries are able to request to have their child attend a different school other than their home school or school of attendance.  All Intradistrict Transfer Requests received during the Open Enrollment period receive equal priority consideration, regardless of date received.

If your child is already on an approved Intradistrict Transfer to the school he or she is attending, you do NOT need to submit a new one.

Requests received after the Open Enrollment period closes on January 31st will be placed on a  Wait List in the order they are received.  Evaluation of the Wait List will not be completed until

two weeks after the start of the school year, and parents will only be notified if their request can be approved.  Therefore, please be sure to submit your request before the January 31st deadline!

 

Matriculating Students:

 

If your child is matriculating to a new school level as a 6th or 9th grader, and you would like to request a school other than your middle or high school of residence, you must submit a transfer request by January 31, 2018, deadline.

 

Siblings, TK Students Going into Kindergarten, and Overflowed Students

 

Incoming siblings of students already on a transfer must also submit a transfer request by the January

31, 2018 deadline, in order to attend the same transfer school.

 

Transitional Kindergarten (TK) students, who were enrolled at a school other than their home school for the current school year and who wish to continue at that school for Kindergarten and subsequent years, must submit a transfer request by January 31, 2018, deadline as well.

 

Overflowed students who wish to continue at the overflow school instead of their home school must also submit a transfer request by January 31, 2018, deadline.

Last year, a committee of TVUSD employees created a vision to bring forward an opportunity to publicly recognize students and faculty who have made a positive and lasting impact on Arts programs in TVUSD.

 

The committee created a nomination process and organized criteria and collected nominations. At the conclusion of the 2016/17 school year, the committee made their selections and we are pleased to invite you to a special event to honor those selected at our Inaugural Wall of Fame event!  All three comprehensive high schools will be participating in this culminating celebration event to showcase a group from their school in the area of the arts.

On Monday, August 21, all of America will experience a solar eclipse.  Some areas will witness a total eclipse (when the moon entirely covers the sun); other regions will witness a partial eclipse.  Southern California will experience a 62% eclipse, with the moon beginning to cover the sun at 9:05 am, reaching maximum coverage at 10:21 am, and then moving away from the sun at 11:45 am.


This is the first total solar eclipse visible in the US in 38 years.  While this is an exciting learning opportunity, according to the American Astronomical Society<https://eclipse.aas.org/>* and the American Academy of Ophthalmology, looking at the sun during an eclipse without adequate eye protection can cause permanent damage to the retina.

The only safe way to look directly at the uneclipsed or partially eclipsed sun is through special solar eclipse glasses.  Ordinary sunglasses, even very dark ones, are not safe for looking at the sun.  If you choose to purchase eclipse glasses for your child, go to this NASA website<https://eclipse.aas.org/eye-safety/iso-certification>, for a list of reputable vendors and to make sure your eclipse glasses are safe.

Please also talk with your children and make sure they understand that looking at the sun during the eclipse without adequate eye protection can cause permanent damage to their eyes.  Teachers and administrators will also be reinforcing this with students over the course of the next two days, and on Monday. 

 

As a precautionary measure, all TVUSD schools will be on an inclement weather schedule/rainy day schedule, keeping students inside, on Monday, August 21 during the eclipse period.    Schools may allow students to view the eclipse online, either in classrooms or the MPR.  Some teachers may have students go outside and watch the eclipse using pinhole eclipse viewers.  If you have questions about what your child’s school or teacher has planned, please feel free to contact the school office or your child’s teacher.

 

For Elementary Students:  Elementary schools will be on an inclement weather schedule/rainy day schedule, keeping students inside, on Monday, August 21 from 9:05 a.m. to 11:30 a.m.  At 11:30 a.m., students will be escorted to their lunch areas for their regularly scheduled lunch.  Elementary students eat lunch for the first 20 minutes of their lunch period and play afterward.  They will be supervised and under cover for the last 15 minutes of the eclipse, which concludes at 11:45 a.m.


For Secondary Students:  Secondary schools will be on an inclement weather schedule/rainy day schedule, keeping students inside, on Monday, August 21 from 9:05 a.m. to 11:45 a.m.  The MPR and other indoor spaces on campus will be open for students to access during their break and lunch periods that fall within the eclipse time frame. Some teachers also typically open their classrooms for students to stay in during their break and lunch.  Students will still have access to move about the campus for passing periods and to access indoor spaces for their break and lunch period.

Bus Pass Office Information and Hard Copy Application Drop Off - Opens August 1, 2017

Your student must be enrolled for the 2017/2018 school year prior to coming to the bus pass office to drop off bus pass application forms.

The Bus Pass Office will open August 1, 2017, from 8:00 AM – 11:30 AM and 1:00 PM to 4:00 PM.  Doors will be locked promptly at 4:00 PM.  You may download the application before coming into the office, or fill out the forms in the office. If your enrolled student is new to our schools, you will need to bring them with you to have their picture taken at the time you drop off the application.


The Bus Pass Office is located near Chaparral High School at 40516 Roripaugh Rd., Temecula.

The community input process for the development of the 2017/18 LCAP plan began with the launch of a district-wide survey.  The survey received input from February 22 through March 3, 2017. TVUSD families, staff, and students in grades 6-12, participated in the survey.

In March, the District hosted community input meetings to review survey information received along with the new state dashboard data.

 

The Board held a workshop on April 10, 2017 to receive all of the data collected and review the draft LCAP Actions and Services Plan for 2017/18.  Following the Board's workshop, the CAP (Community Advisory Meetings) by region began on April 17.

 

Following the CAPs, advisories, and public input process, the Board hosted an LCAP workshop on May 30, 2017 at 5:00 p.m. to review all of the information received from the April/May input gathering sessions.

 

On May 30, 2017, the Board reviewed all data, input, and information collected to date.  As a result, the Board made some recommended modifications to the 2017/18 LCAP Actions and Services Draft Plan. The recommended modifications have been incorporated into the 140 page Complete Draft LCAP Plan/Annual Update.  The LCAP input process will conclude with the board approval and adoption of the plan.

Temecula Dollars for Scholars® (TDFS), a local 501c(3) nonprofit providing scholarships to qualified graduating seniors in the Temecula Valley Unified School District (TVUSD), will host its annual scholarship night on Monday, May 15, in the Golden Bear Theater at Temecula Valley High School (TVHS). Doors open at 6 PM for student check in. Student attendance is mandatory for scholarship(s) to be awarded. Only students who received an invitation and followed directions to reply will be guaranteed seating.

 

Scholarship recipients and their families should plan to arrive before 6:30 PM, when the program starts. All scholarship donors are invited to a special 5:30 PM reception in the newly-opened TVHS Culinary Arts Center. Culinary students will create and serve complimentary refreshments.Scholarship donors include individuals and families, the Pechanga Band of Luiseño Indians, and other local business, education, and community leaders.  The TVHS Golden Bear Theater is located at 31355 Rancho Vista Road  in Temecula.

 

Celebrating three decades of service to TVUSD graduates, this year’s TDFS awards night is hosted by TVHS, the site of the group’s inception. TDFS was founded in 1987 by a small group of parents, teachers, and community members as Citizens Scholarship Foundation of Temecula Valley. Today its all-volunteer board operates as part of a national nonprofit educational service known as Scholarship America. This year, TDFS will present more than $150,000 in local scholarships. Over its history, it has awarded more than $2.7 million to graduating seniors from Chaparral High School, Great Oak High School, Sparkman Alternative Education Center, and Temecula Valley High School.

 

“What makes the TDFS application process unique is that, with the completion and submission of one online application, TVUSD graduates have an opportunity to be considered for scholarships awarded by their high schools, as well as local and national organizations,” said Lynn Shaver, TDFS President. “After high school graduation and throughout their post-secondary training, they can continue using their online profiles to search for additional national scholarships,” she added.

 

TDFS scholarships are awarded to help students pursuing any post-secondary training, not just college or university degrees. Students planning to attend certificate, associate degree, or trade school programs are eligible to apply for TDFS scholarships. Locally, the minimum grade point average is a 3.00; however, for national scholarships, requirements vary, and many do not have a minimum GPA, Shaver said.                            

 

The minimum TDFS scholarship amount awarded is $250; local businesses, nonprofit organizations, and individuals/families are encouraged to support the scholarship fund by making a pledge for 2018. For information and a pledge form, see its website,www.temecula.dollarsforscholars.org

The 2017-18 Budget will be made available for public inspection from June 2, 2017 through June 13, 2017 at the District Administrative Center’s receptionist desk. It is required that a Public Hearing be held prior to budget adoption. At the May 16, 2017 Board meeting, an action item will be brought forward in regards to conducting a public hearing for the 2017-18 budget at the June 13, 2017 Board meeting.

April 24, 2017 – TEMECULA – The Temecula Education Foundation (TEF), a nonprofit dedicated to supporting the nearly 30,000 students in the Temecula Valley Unified School District (TVUSD), is pleased to announce that its list of proposed classes for Summer 2017 high school acceleration and enrichment, known as TEF Summer High School, is now online at temeculaeducationfoundation.org. Online class registration opens May 1, and closes May 31. There are no refunds for any courses after June 6. Classes will be held on the campus of Chaparral High School, 27215 Nicolas Rd., in Temecula.

For the purpose of public review, the Temecula Valley Unified School District will display instructional materials in the subject area of English Language Arts for K-12.

The materials will be accessible for a two-week period beginning Tuesday April 17, 2017 and ending Tuesday May 2, 2017.

 

The materials will be on display in the front lobby of the District Administration Center, 31350 Rancho Vista Road.  The District Office is open from 8:00 a.m. to 4:30 p.m., Monday through Friday. 

 

Interested community members are invited to review the books and provide their comments on an Instructional Materials Review form, which will be available at the viewing table.  Completed forms will be reviewed as part of the textbook adoption process.
