Board Members

The Temecula Valley Unified School District is guided by a Governing Board composed of five publicly elected officials. Effective 2016, Governing Board members are elected using By-Trustee Area Elections. Candidates must reside in specific Trustee Areas within the District’s boundaries and are elected only by the voters who reside in the same Trustee Areas.  Due to the new By-Trustee Area map, two current board members (Farnbach and Hill) are within the same Trustee Area 4.  Additionally, a new Trustee Area 3 has been added representing the area of French Valley.  In November 2016, Trustee Areas 1 and 5 were up for election.  In 2018, voters will participate in elections for Trustee Areas 2, 3, and 4.  Board members are elected to serve four year terms.  Click here for a map of the new Trustee Areas.

Dr. Kristi Rutz-Robbins, President
Term Expires: December 2020

Dr. Kristi Rutz-RobDr.RutzRobbinsbins is serving her third term as a Board member. She joined the Temecula Valley Unified School District Governing Board in 2008. She and her husband, local pediatrician, Dr. Daniel Robbins moved to Temecula from Michigan in 2001 to raise their three children near her sister’s family. She has taught U.S. History courses for California State University and the University of San Diego. Her passions are promoting college readiness, parent engagement, expanding the arts, and equity of opportunity in our schools.








Trustee Area 2
Sandy Hinkson, Clerk
Term Expires: December 2018 

Mrs. Sandy HinksoMrs.Hinksonn was elected to the Temecula Valley Unified School District Governing Board in 2014. Sandy is married to Brad Hinkson, Temecula Middle School Band Director, and has one son, a graduate of The Art Institute of California, Los Angeles. Born in Michigan, she received her Bachelor of Science degree in biology from Oakland University. After relocating to California, she worked in business for the next 15 years. Her experience included Store Manager for Target and small business owner. Mrs. Hinkson went on to receive her Teaching Credential from Cal State Fullerton and a Masters Degree in Teaching from Grand Canyon University. She moved to Temecula in 1990 where she was an award winning teacher, retiring in 2012. In her spare time, she enjoys family time, traveling, bowling, and swimming. Her priorities for Temecula Valley Unified School District are to: continue to focus on excellence in education, provide rich and varied educational opportunities that prepare students for their future including both college and career readiness, expand elementary music and PE programs, and enhance communication.

Trustee Area 4
Julie Farnbach
Term Expires: December 2018

Mrs. Farnbach was elected to the Temecula Valley Unified School District Governing Board in 2014. Born and raised in the Pacific Northwest, Julie Farnbach moved to Temecula with her husband and their four young children in 2003. She has spent countless hours in Temecula Valley Unified School District classrooms and conference rooms over the past 11 years, helping teachers, tutoring students, running PTA literacy activities, being a “band mom,” serving as a choir accompanist, a member of Gifted and Talented Education (GATE) advisory committees, and as an appointee to the Superintendent’s Parent Council. With a bachelor’s degree in nutrition and a minor in music theory and composition, Mrs. Farnbach is a registered dietitian and a piano teacher. She has spent her adult life teaching music, nutrition, Sunday school, and classes on Natural Law and the U.S. Constitution, American History and Government, and Shakespeare. With two children in college and two in high school, she has more time now to share her passion for education. Julie is committed to putting students first, giving parents a voice, supporting classroom teachers, restoring music programs to the elementary schools, diminishing the incidence of bullying, and building a healthy district culture while respecting the principles of freedom.


Trustee Area 4
Kevin Hill
Term Expires: December 2018

Mr. Hill was elected in 2014 and is serving his first term as a Temecula Valley Unified School District Governing Board member. Mr. Hill is a retired California police officer and is currently a California credentialed special education teacher. He has a bachelor’s degree in public administration and three Master’s degrees in Forensic Science, Special Education and as a School Psychologist. Mr. Hill and his wife moved to Temecula twenty years ago with their four daughters, all of whom attended Temecula Valley Unified School District schools. Their daughters have all graduated and Mr. and Mrs. Hill have two granddaughters who attend schools within Temecula Valley Unified School District.



Trustee Area 1
Lee Darling
Term Expires: December 2020

  Mr. Lee Darling will be serving his first term on the Temecula 
  Valley Unified School District Governing Board beginning
  December 2016. Mr. Darling was born in Dunoon, Scotland,
  United Kingdom while his family was stationed there. Mr.
  Darling’s father served in the United States Marine Corps and
  his family spent the first 13 years of his childhood moving
  between Okinawa, Japan, and Southern California before
  settling in Temecula in 2002. Mr. Darling attended Vail Ranch
  Middle School and Temecula Valley High School before
  completing his last three years at Great Oak High School,
  where Mr. Darling was a part of the school’s first graduating
  class. Mr. Darling studied Planning Policy and Design while at
  the University of California, Irvine earning his Bachelor’s
  degree in Urban Studies while also competing for the NCAA
  Division I Track and Field team. Mr. Darling continued his
  education at UC Irvine, earning his Master’s degree in Urban
  and Regional Planning. Mr. Darling has spent his entire
  professional career working for a school district. Mr. Darling
  and his wife, Sierra, have a young daughter who will be entering the District near the end of his first term as a Board Member. His vision for Temecula Valley Unified School District is ensuring that all current and future students of our community have the opportunity to succeed in today’s ever-changing learning environment post-graduation.  Mr. Darling wants to “pay it forward” to help ensure our District continues to provide pathways to success for all students in either college or career ventures.
