The Temecula Valley Unified School District is guided by a Governing Board composed of five publicly elected officials.

Dr. Kristi Rutz-Robbins, President
Term Expires: December 2016


Dr. Kristi Rutz-Robbins is serving her second term as a Board member. She joined the Temecula Valley Unified School District Governing Board in 2008. She and her husband, local pediatrician, Dr. Daniel Robbins moved to Temecula from Michigan in 2001 to raise their three children near her sister’s family. She has taught U.S. History courses for California State University and the University of San Diego. Her passions are promoting college readiness, parent engagement, expanding the arts, and equity of opportunity in our schools. With a sister and brother-in-law teaching in the District and three children attending District schools, ranging from 4th grade to 12th grade, the District has become like a second home. Being a Band parent, bringing snacks to tennis matches, doing the Meet the Masters PTA art program in her son’s elementary school classroom and spending afternoons helping out with homework keep her grounded in everyday District life.

Sandy Hinkson, Clerk

Mrs.HinksonMrs. Sandy Hinkson was elected to the Temecula Valley Unified School District Governing Board in 2014. Sandy is married to Brad Hinkson, Temecula Middle School Band Director, and has one son, a graduate of The Art Institute of California, Los Angeles. Born in Michigan, she received her Bachelor of Science degree in biology from Oakland University. After relocating to California, she worked in business for the next 15 years. Her experience included Store Manager for Target and small business owner. Mrs. Hinkson went on to receive her Teaching Credential from Cal State Fullerton and a Masters Degree in Teaching from Grand Canyon University. She moved to Temecula in 1990 where she was an award winning teacher, retiring in 2012. In her spare time, she enjoys family time, traveling, bowling, and swimming. Her priorities for Temecula Valley Unified School District are to: continue to focus on excellence in education, provide rich and varied educational opportunities that prepare students for their future including both college and career readiness, expand elementary music and PE programs, and enhance communication.

Julie Farnbach
Term Expires: December 2018

Mrs. Farnbach was elected to the Temecula Valley Unified School District Governing Board in 2014. Born and raised in the Pacific Northwest, Julie Farnbach moved to Temecula with her husband and their four young children in 2003. She has spent countless hours in Temecula Valley Unified School District classrooms and conference rooms over the past 11 years, helping teachers, tutoring students, running PTA literacy activities, being a “band mom,” serving as a choir accompanist, a member of Gifted and Talented Education (GATE) advisory committees, and as an appointee to the Superintendent’s Parent Council. With a bachelor’s degree in nutrition and a minor in music theory and composition, Mrs. Farnbach is a registered dietitian and a piano teacher. She has spent her adult life teaching music, nutrition, Sunday school, and classes on Natural Law and the U.S. Constitution, American History and Government, and Shakespeare. With two children in college and two in high school, she has more time now to share her passion for education. Julie is committed to putting students first, giving parents a voice, supporting classroom teachers, restoring music programs to the elementary schools, diminishing the incidence of bullying, and building a healthy district culture while respecting the principles of freedom.


Kevin Hill
Term Expires: December 2018

Mr. Hill was elected in 2014 and is serving his first term as a Temecula Valley Unified School District Governing Board member. Mr. Hill is a retired California police officer and is currently a California credentialed special education teacher. He has a bachelor’s degree in public administration and three Master’s degrees in Forensic Science, Special Education and as a School Psychologist. Mr. Hill and his wife moved to Temecula twenty years ago with their four daughters, all of whom attended Temecula Valley Unified School District schools. Their daughters have all graduated and Mr. and Mrs. Hill have two granddaughters who attend schools within Temecula Valley Unified School District.



Dr. Allen Pulsipher

Dr. Pulsipher

Dr. Allen Pulsipher was elected to the Temecula Valley Unified School District Governing Board in 2008. Born in Merced, California, Allen and his wife, Ann, have lived in Temecula since 2000 and have five sons and one daughter. He received his degree in Zoology from Brigham Young University, a Doctorate of Dental Surgery from Baylor College of Dentistry, his Doctorate of Medicine from the  University of Texas Southwestern Medical School in Dallas, Texas. He is a Board Certified Oral and Facial Surgeon. Dr. Pulsipher has served on the board in the capacity as the Clerk in 2010 and 2014 and as Board President for 2015 (current year) and 2011. Dr. Pulsipher has had four sons graduate from Temecula Valley High School, a daughter currently enrolled at Temecula Valley High School and a son attending Temecula Middle School. His priorities for Temecula Valley Unified School District are to provide educational opportunities for our students to be prepared to enter college or the workplace upon graduation and to provide facilities and programs to support this goal. Besides Dr. Pulsipher’s desire to see the youth of our community excel in their desired field of study, he enjoys keeping fit and the outdoors. He loves both snow skiing and wakeboarding with his family.
